Marc BROCARDI
ODASCE
In 2022, Marc BROCARDI, a Paris Barreau lawyer and partner in the ARSENE firm, became President of ODASCE after Michèle PETITGENET.
After a Master degree in Corporate Law (Nancy) and a DESS of Tax Law (Dijon), he studied at the Barreau School of Dijon.
Between 1999 and 2005, he was Senior Manager of Landwell & Associés.
Ever since then, he has managed the Customs team of the ARSENE firm.
He handles complex national and global issues in several sectors (such as luxe, aeronautics, defense, mass market electronics and energy products), handling advice as much as legal issues. He helps his clients to manage their customs sector and to protect/ optimize their management of VAT/Customs/Export Control for goods flow.
He also handles energy and sustainability taxing issues.
His volunteering does not stop at ODASCE as he is a member of the executive board of the COLLIN DE SUSSY Think Tank.
Mourad ARFAOUI
WORLD CUSTOMS ORGANIZATION
M.Mourad ARFAOUI currently works for the World Customs Organization (WCO) as Regional Development Manager for the MENA region (Middle-East Northern Africa).
Before joining the WCO in 2012, he worked 16 years for the Tunisian Customs in different leading and operational positions. M.ARFAOUI has been approved as an expert in several customs and management matters by the WCO and he is also an expert in data analysis and emerging technologies.
He has a Doctorate in Management Science and a Master’s Degree in Finance and Insurance risk management from the University of Cergy-Pontoise. He also studied in a Master’s specializing in data analysis from the Université Libre of Brussels.
Emmanuel BARBE

Emmanuel Barbe, Préfet, is currently a foreshadower of the French police academy.
Prior to this position, he had inter alia the following positions: prefect of police of the department of the Bouches-du-Rhône (13) (2020), interministerial delegate on Road Safety (2015-2020), diplomatic adviser of the minister of interior (Manuel Valls, Bernard Cazeneuve) (2012-2015), Deputy General Secretary at the general secretary for European affairs of the prime minister in charge of European area of security and justice (2009-2012), head of the European and international service of the ministry of justice (2007-2009), liaison magistrate for France in Italy (2002-2005), justice counselor at the French permanent representation in Brussels (1997-2002). He began his career as an investigative judge at the court of Lille (59), specializing in economic and financial investigations, after his training at the French National school for judges in Bordeaux
